The source document for the South Africa Budget Balance (February 2026) could not be retrieved from the National Treasury website.

**Reason:** 
As of March 30, 2026, the National Treasury has not yet published the official "Statement of the National Revenue, Expenditure and Borrowing" for the period ending February 28, 2026. 

A thorough search of the institutional website (treasury.gov.za) revealed that the "Provisional Financing Figures as at 28 February 2026" have been posted, but the full Section 32 Monthly Statement (which contains the Budget Balance/Net Surplus or Deficit) still points to the January 2026 data (published February 27, 2026). The PDF link `2603/press.pdf` which logically should contain February data currently returns the January report.
