## Key Development Targets for 2026

The report proposes the following main development targets for 2026:

- **GDP growth:** 4.5-5 percent, while striving for better results in practice
- **Surveyed urban unemployment rate:** Around 5.5 percent
- **New urban jobs:** Over 12 million
- **CPI increase:** Around 2 percent
- **Personal income growth:** In step with economic growth
- **Balance of payments:** Basic equilibrium
- **Grain output:** Around 700 million metric tons
- **Carbon dioxide emissions reduction per unit of GDP:** Reduction of around 3.8 percent

## Major Areas of Focus

### 1. Accelerating Innovation-Driven Development

We will implement the national innovation strategy and advance the construction of science and technology innovation systems. Key initiatives include:

- Strengthening core competitiveness in basic research
- Promoting breakthrough innovation in frontier and strategic emerging industries
- Deepening reform of the scientific and technological system
- Building capacity for self-reliance in science and technology

### 2. Advancing Industrial Transformation and Upgrading

The government will:

- Accelerate the development of new quality productive forces
- Support the development of advanced manufacturing industries
- Promote digital economy, platform economy, and green economy development
- Strengthen supply chain stability and resilience
- Establish innovation platforms and incubation centers for emerging industries

### 3. Strengthening Regional Economic Coordination

The report emphasizes ensuring more coordinated regional development through:

- Optimizing functional zoning and regional economic layout
- Supporting major provincial economies in assuming greater responsibility
- Advancing development of major strategic initiatives including:
  - Beijing-Tianjin-Hebei integration
  - Yangtze River Delta regional integration
  - Guangdong-Hong Kong-Macao Greater Bay Area development
  - Xiong'an New Area development
  - Yangtze Economic Belt development
  - Yellow River basin ecological conservation
  - Chengdu-Chongqing economic zone development

### 4. Ensuring and Improving People's Wellbeing

**Employment:** The people's wellbeing must always come first. The government will promote high-quality full employment through:

- Implementing the initiative for creating more stable, better-quality job opportunities
- Supporting labor-intensive sectors and enterprises
- Nurturing new occupations serving emerging industries
- Drawing up policies to facilitate employment for college graduates and young people
- Increasing support for stabilizing employment among rural migrant workers

**Education:** Enhanced education equity and quality will be achieved by:

- Upgrading basic education
- Developing balanced, quality compulsory education and inclusive quality preschool education
- Increasing the supply of regular senior secondary school places
- Expanding enrollment in quality undergraduate programs
- Enhancing vocational school training capacity
- Improving special needs education and specialized education

**Healthcare:** Strengthened basic medical and health services through:

- Refining frameworks of policies and institutions for health promotion
- Improving mechanisms for coordinated development of medical services, insurance, and pharmaceuticals
- Deepening public hospital reforms to serve the public interest
- Providing greater operational support for county, district, and community-level medical institutions
- Strengthening under-resourced medical specialties
- Enhancing emergency medicine and emergency response capabilities
- Government subsidies for basic medical insurance for rural residents increased by 24 yuan per person
- Continuing promotion of traditional Chinese medicine preservation and development

**Social Security and Services:**

- Minimum basic old-age benefits for rural and non-working urban residents raised by 20 yuan per month
- Broadening coverage of unemployment insurance and workers' compensation schemes
- Implementing proactive national strategy in response to population aging
- Increasing supply of public-interest elderly care services
- Refining elderly care service networks in urban communities
- Improving elderly care services in rural areas
- Fostering positive attitudes toward marriage and childbearing
- Boosting housing support for first-time married couples and those with their first child
- Refining maternity insurance and parental leave systems
- Expanding subsidized childcare services and integrated nursery/childcare services

- Ensuring public libraries, museums, cultural centers, and science/technology centers serve the public better
- Improving services system for fostering reading culture
- Supporting development of physical bookstores
- Launching extensive public cultural activities
- Promoting new forms of literature and art for the general public
- Continuing preservation and development of fine traditional Chinese culture
- Completing fourth national survey of cultural artifacts
- Protecting and preserving cultural heritage
- Boosting high-quality development of cultural tourism
- Encouraging expansion of more cultural enterprises and works globally
- Strengthening mainstream media's international communication capacity
- Making good preparations for China's participation in 2026 Asian Games
- Accelerating restructuring of youth football training system
- Developing sports event economy and ice/snow economy
- Building sports venues and facilities close to people's homes

### 5. Accelerating Green Transition Across the Board

**Environmental Protection:**

- Fresh headway in keeping skies blue, waters clear, and lands clean
- Formulating action plan for continuous air quality improvement
- Tackling black, malodorous water bodies in county seats and rural areas
- Addressing pollution from non-point sources
- Adopting more robust measures to control risks from polluted land plots
- Treating new pollutants and comprehensively managing solid waste

**Ecological Conservation:**

- Refining mechanisms for diversifying ecological compensation forms
- Broadening channels for realizing market value of ecosystem goods and services
- Enhancing biodiversity protection
- Effectively enforcing 10-year fishing ban on Yangtze River
- Taking holistic and systematic approach to conservation and improvement of mountain, water, forest, farmland, grassland, and desert ecosystems
- Integrating and optimizing protected areas
- Continuing development of national parks
- Making advances in national shelterbelt program in northwest, north, and northeast China

**Green and Low-Carbon Economy:**

- Improving policies for promoting green and low-carbon development
- Launching initiatives for upgrading quality, lowering costs, and reducing carbon emissions in key industries
- Driving development of zero-carbon industrial parks and factories
- Setting up national fund for low-carbon transition
- Fostering new growth drivers such as hydrogen power and green fuels
- Exercising tight regulation over energy-intensive and high-emission projects
- Accelerating phase-out of outdated production capacity
- Supporting innovation and application of green and low-carbon technologies
- Improving systems for total resource consumption control and comprehensive resource conservation
- Stepping up recycling of recyclable materials

**Carbon Emission Reduction:**

- Implementing system of controlling both total amount and intensity of carbon emissions
- Refining systems for carbon emissions statistics, accounting, and carbon footprint management
- Expanding coverage of China Carbon Emission Trade Exchange
- Formulating plan for strengthening China's energy sector
- Building new electric power system

**Real Estate Market Stabilization:**

- Introducing city-specific policies to control new real estate projects
- Reducing housing inventory
- Improving housing supply
- Exploring avenues for utilizing commodity housing stock
- Encouraging stock to be purchased and used mainly as government-subsidized housing
- Deepening housing provident fund system reform
- Improving supply of government-subsidized housing
- Accelerating renovation of old and dilapidated housing units
- Promoting development of quality homes (safe, comfortable, eco-friendly, smart)
- Enhancing housing quality and property services
- Leveraging white list to ensure timely housing delivery and prevent debt default risks
- Developing foundational institutions and supportive policies for new real estate development model

**Local Government Debt Defusal:**

- Supporting local governments in leveraging policies to defuse hidden debt risks at faster pace
- Taking stringent measures to prevent fraudulent debt resolution
- Enforcing prohibition on incurring new hidden debts as ironclad rule
- Increasing financial and fiscal support
- Optimizing debt restructuring and replacement methods
- Adopting multiple measures to defuse operational debt risks in local government financing platforms
- Taking systematic steps to reform and transform platforms on per-category basis
- Refining debt monitoring and evaluation indicators
- Establishing long-term mechanisms for unified government debt management

**Financial Risk Prevention:**

- Leveraging full range of resources to address risks in small and medium local financial institutions
- Taking market- and law-based measures to deal with high-risk institutions systematically
- Ramping up capital replenishment through various channels
- Prudently handling non-performing assets of financial institutions
- Enhancing coordination in financial regulation
- Guarding against and cracking down on illegal financial activities

**Taiwan:**

- Promoting peaceful development of cross-Strait relations
